	The Plugin initialization code does not register a Plugin that returns FALSE (or that has no `initPlugin` handler). `$VERSION='1.000'` is the current setting in `TWiki::Plugins.pm` and in the preinstalled system Plugins (DefaultPlugin, EmptyPlugin, InterwikiPlugin).
